Sitaram-
The best solution is probably to use the new Operational Logs within the Event Viewer. This is where detailed GP logging is done in Windows 7. Userenv.log does not exist in Windows 7-its been replaced by gpsvc.log and uses a different mechanism to enable it. Some people, like my friend Alan Cuthberson :), still prefer this log file. I tend to prefer using the Operational Logs in conjunction with a free tool that MS has called GPLogView. To see the Operational Logs in the Event Viewer, expand the "Applications and Services Logs" node, and then drill into Microsoft, Windows, Group Policy. You'll see the operational log under there and it logs every step of the GP processing cycle. GPLogView, available at http://gplogview.codeplex.com/, is a command-line utility that lets you dump the operational log to text file, or filter it based on activity id (i.e. GP processing cycle). Very handy. It can also show you GP processing events happening in real-time, which is pretty cool :).
