Looking for group policy means to implement an editable signature
template for Outlook 2007/2010.

The user would have to be able to add their name, telephone, and title
but we want everything else to stay uniform.

We would have to distribute the template to each computer first, but
what gpo settings would apply for this? I have not found anything other
than enable/disable for signatures.

Can't do via native Group Policy, but it can be scripted. Check out this post from the Scripting Guys:

Note: If you have name, telephone, and title populated on each user's
Active Directory object, you could completely script this out and then
use Group Policy to force-enable the use of a signature. The link I
referenced mentions how to do this.
