What will be the result if I have two GPO's with different
"GpNetworkStartTimeoutPolicyValue" settings? Will one overwrite the
other or what is the general rule, last one wins?

Also what is the registry setting associated with "Always wait for
network at computer startup and logon" ? How long will it wait?

Yes, the last one wins.

Also what is the registry setting associated with "Always wait
for network at computer startup and logon" ? How long will it wait?

HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows
NT\CurrentVersion\WinLogon SyncForegroundPolicy, DWORD, 1 means wait,
0 means do not wait. It will wait until all policies have applied, and
all startup and logon scripts have executed (depending on script sync
settings) before presenting the desktop.
