Good morning all,

I have a Windows 7 SP1 x64 bit machine for some reason I'm unable to
install any software using the local admin account or the Domain admin.
I ran group policy gpresult /r and looked at all the policies that have
been applied. I then ran the MMC and added the Resultant set of Policy
add-in and I notice under the user configuration \Windows
Settings\Security Settings\Software Restrictions\Security Levels the
'Disallowed - Software will not run, regardless of the access rights of
the user' and the Status shows as Not default level. I looked at every
single GPO policy that was applied and none of them have this feature
turn on. I also ran the file integrity check sfc /scannow . Any ideas
of what this could be.

Thanks,

Hugo Escobar

Please try to right-click the file and choose run as administrator (even if you are an admin) to see if that helps.

Also-have you checked your antivirus logs- just in case there is a policy in there preventing it?

Did you check Application events? Can you see any MsiInstaller related message there?

Hugo

The fact that a Software Restriction Policy is even available it means that a GPO has it defined.

The fact that your Disallowed is “Not Default Level” it means that either the ‘Basic User’ or ‘Unrestricted’ policy is the current default.

You will need to find the GPO that has the Software restriction policy defined and check to see which of these three are set as the default.

When you find it- right click on each of the three to see which is the default. If it is basic user- that explains it- if the default is Unrestricted this GPO is not the cause of your inability to run the software.

In attached screenshot Unrestricted is the default and you can see this with the little check mark on it.
